On June 21, the State Food and Drug Administration held a lecture on the publicity and implementation of the administrative punishment law. Huang Haihua, deputy director of the legislative planning office of the legal work committee of the National People's Congress, made a special explanation around the newly revised administrative punishment law of the people's Republic of China. Xu Jinghe, member of the Party group and deputy director of the State Food and drug administration, presided over the meeting.

Huang Haihua introduced the background, process and main considerations of the revision of the administrative punishment law, explained the guiding ideology and main contents of the administrative punishment law, and combined with the issues concerned with drug supervision and law enforcement, made a key interpretation of the newly revised and improved definition of administrative punishment, types of administrative punishment, confiscation of illegal income, no more punishment for one thing, procedures of administrative punishment, implementation of administrative punishment and other relevant provisions. The lecture gave a systematic, in-depth and focused explanation of the administrative punishment law, guiding drug regulatory departments at all levels to deeply understand its legal and social intentions, accurately grasp its spiritual essence, basic principles and important contents, perform the function of administrative punishment according to law, and do a good job in supervision and law enforcement.

Xu Jinghe pointed out that the administrative punishment law is an important law to regulate government behavior. The newly revised administrative punishment law reflects and consolidates the major reform achievements in the field of administrative law enforcement in China in recent years, responds to the current regulatory and law enforcement needs, and is consistent with the legislative spirit of "two laws and two regulations" in the field of drug supervision. Its implementation is of great significance to promote the modernization of the national governance system and governance capacity. Drug administration departments at all levels should improve their political position, stand on the overall situation of building a socialist country ruled by law and building a "drug administration ruled by law", deeply understand the significance of implementing the administrative punishment law, promote the implementation of the administrative punishment law and the "two laws and two regulations" as a whole, solidly do a good job in learning, training and implementation, jointly organize the network of China's drug safety laws, and strengthen supervision and law enforcement. In combination with the actual situation of drug supervision and the requirements of strengthening the construction of supervision capacity, efforts should be made to strengthen the publicity of law popularization, scientifically set the items of administrative punishment, strictly standardize the implementation of administrative punishment, practically strengthen the supervision of administrative law enforcement, further strengthen the supervision and law enforcement of drug safety, severely punish and severely deal with all kinds of drug safety violations, abide by the bottom line, ensure safety, follow the high line and promote development in accordance with the spirit of the rule of law, and meet the victory of the 20th CPC National Congress with excellent results.
